Job Description:

Establishing and serving as the advocate for an effective and efficient quality management system based on project scope and requirements
Work collaboratively with QC and Supplier Quality on the Project to validate material and equipment meets design requirements and project critical safety and performance parameters are compliant to requirements
Responsible for bringing a Process Approach in Quality with the Build Quality ideology
Helping to establish a defensible and effective graded approach to quality requirements
Actively contributing to identification and implementation of solutions to performance problems associated with quality during the project execution phase
Assisting in measuring and periodically reporting quality performance, including achieving alignment with the customer
Providing expertise on quality requirements, related regulatory policies, and industry standards
Championing the achievement of performance excellence using the appropriate tools, such as Six Sigma and theory of constraints, root cause analysis, and behavior analysis techniques, resulting in prompt and effective corrective and preventive actions
Advising the Project Manager on quality issues
Providing quality related information to functional and corporate Quality organizations
Recommending actions to project personnel to correct observed quality deficiencies
Maintaining client liaison and communication for project quality related activities
Develop and implement project specific quality initiatives ties to your six sigma inclusion

The Senior Quality Engineer will also support PM/CM jobs and projects with significant subcontract work by

Ensuring the necessary corporate, project and local quality requirements are included within the subcontract tender documentation
Participate in the pre-award review, rating and approval of potential subcontractors and suppliers for all quality related matters
Coordination of the review and approval of the subcontractor and supplier quality management system documentation
Holding on project quality forums of subcontractor quality managers

Position Responsibilities

Direct project quality activities, communicating with engineering, procurement, construction, records management services, startup, and other project personnel, to ensure project and management goals and objectives are met
Develop and manage Project Quality Plan in accordance with project requirements and applicable GBU procedures Assist in the development of the Project Execution Plan (PEP) and Project Procedure Manual Provide oversight of processes, procedures, instructions, inspection and test plans, installation of systems, structures and components and compliance with drawings, specification and customer requirements Review and approve quality related procedures prepared on the project to ensure compliance with the project quality program/plan Provide assessment of the effectiveness of the project Quality Plan
Ensure the project staffs, including Field Engineering personnel, are trained and qualified to provide oversight and insight on quality related activities, systems and programs
Own and manage the project Quality metrics Responsible for the project corrective action system and processes Analyze quality data and metrics to ensure process health is adequate to accomplish planned and future work and process work flows were followed Ensure that quality measures comply with regulatory standards, industry standards, and accepted best practices Drive data driven corrective action and Six Sigma activities Initiate documented actions and verify implementation of solutions if quality problems arise Produce the project Quality Dashboard monthly with support from other functions
Lead the development, establishment, and enforcement of quality assurance measures and standards Review project schedules for quality related activities to ensure timely and effective implementation of the project quality assurance program/plan Manage audits and surveillances to measure and assure that project processes, deliverables, products, and services adhere to project Quality Plan requirements, meet Bechtel expectations, and maintain contractual and regulatory obligations Cultivate and disseminate knowledge of quality assurance best practices
Initiates stop work action when warranted
Forecasts quality job hours and monitors charges to the project quality assurance budget
Energize the Quality Culture within the assigned project(s) Lead the project in establishing and continually improving our quality culture Lead the Quality communication process leveraging and aligning with the Corporate Quality Culture Initiative
Lead the development of process management systems around critical interface points with customer, subcontractors, suppliers, and cross functions focusing on accuracy, timeliness, responsiveness, and completeness of deliverables
Develop and assist in implementation of a project quality recognition program with subcontractors and suppliers

Qualifications

10 years direct experience in overseeing the design, development, and implementation with leadership experience in an EPC, nuclear or related industry encompassing activities associated with design, procurement, and construction of critical products, projects or services Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management
Experience working in a team-oriented, collaborative environment Must maintain outstanding interpersonal and communication skills to motivate a large employee community Must have led diverse teams made up of multi-functional professionals to realize agreed upon goals and objectives
Proven data analysis, data verification, and problem-solving abilities Experience with statistical reporting and analysis Demonstrated ability to apply data driven decisions to execute sound business acumen
Demonstrated ability to develop and lead process implementation and improvement in a team environment Understanding of product quality improvement using tools such as Six Sigma
Highly experienced in balancing multiple stakeholder needs and driving necessary changes to ensure project success
Passionate about growing customer relationships by creating an attention-to-detail culture centered on mistake proofing critical processes and designs
Demonstrated ability to lead through both direct control and influence management
Strong organizational and leadership skills Demonstrated ability to plan, organize, lead, and monitor a wide variety of team efforts to their successful conclusion Excellent coaching, listening, presentation, and interpersonal skills
Proven demonstration of cross functional knowledge, through practical engagement, across a projects life cycle Must have the aptitude to devise and implement change strategies

Preferred Qualifications

Bachelor Degree from an accredited university or college preferred
Six sigma certifications
