Job Description

This position serves as member in the formulation of plans and the execution of the overall material management activity and assists in the planning and execution of specialized material management functions or may serve as the Project Material Manager on medium- to large-sized Engineering, Procurement, Fabrication, and Construction (EPFC) projects or as a Project Procurement Manager on largest EPFC projects, if necessary This role directs the development of all material management activities including, but not limited to, material identification, Request for Quotations, equipment and material delivery, installation and field commissioning, and project close-out This position provides general and direct supervision to assigned material management activities including material planning, purchasing, expediting, logistics, and field material management This role, in conjunction with Project Quality Management, ensures effective integration of Supplier Quality Surveillance into the Material Management work process This oversight should be done in accordance with general business acumen, corporate Operating System Requirements (OSR), and the established project and Material Management Plans, policies, and procedures The person in this role maintains knowledge of business unit activity and keeps the strategic business unit (SBU) presidents direct reports informed concerning material management matters

Develop, review and/or provide input into the fabrication RFQ package, to include unit rate tables and subsequent bid analysis
Review input from Engineering, Quality, Procurement, and Commercial Strategies to ensure that the proposed unit rates capture all relevant actions as applicable to each project
Negotiate pricing for shop fabrication operations during the bid stage and participate in the final selection of shop(s)
Develop change management strategies to minimize Fluor exposure
Review and comment of all applicable technical documents to identify potential issues
Serve as liaison between fabricators, vendors, multiple Fluor disciplines, and Sr Management to ensure alignment of project goals
Monitor Expediting Status Reports to track material deliveries and report the impact upon the fabrication schedule
Monitor and expedite the processing of RFIs to ensure that production is not hindered
Manage the procurement work process for Pipe Fabrication and reports status of purchased material from the time of purchase through receipt at assigned points of use
Hands on manage the development of all purchasing and Material Management activities for Pipe Fabrication from the requisition to close-out, and assign requisitions, including Request for Quotation or Proposal packages to appropriate procurement and other material management personnel
Review the RFIs and make recommendations to ensure an expedient disposition
Work closely with engineering, welding group, SQS, NDE and coating SMEs to process the review and approval of associated shop procedures is necessary and critical for initial project set up
Manage and monitor the activities of pipe fabrication facilities to ensure project schedules, deliveries, and requirements are met
Review fabrication status reports to ensure that schedules are maintained and trends that do not support the schedule are identified and mitigated
Generate and provide Weekly Status Reports to Project Management and client, and revise/update production schedules as applicable
Conduct shop impact visits to monitor and expedite production (and ensure that fabrication reports reflect actual activities in shop)
Identify hidden/ancillary labor costs and negotiate
Audit fabrication invoices and back charges
Train/mentor colleagues regarding pipe fabrication, particularly on processing fabrication invoices and back charges
Leads procurement and subcontracting activities for Pipe Fabrication on multiple large size projects under concurrent execution
Formulate purchasing and contracting strategy for individual contracts / Purchase Order
Perform resource survey and contract risk assessment at fabricators shops; issue report of findings
Develop Master Documents (RFP, RFQ, Purcharse Orders, Contracts, etc)

Basic Job Requirements

Accredited four (4) year degree or global equivalent in Engineering, Construction, or Metallurgist and fourteen (14) years of Pipe Fabrication, Static Mechanical Equipment Fabrication, structural steel fabrication, other fabrication for heavy industries or a combination of education and directly related experience equal to eighteen (18) years if non-degreed

Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

Comfortable working in office environment with tight deadlines managing multidisciplinary interfaces

Preferred Qualifications

Bachelor degree
Experience in capital project execution with global Pipe Fabricators
In depth understanding of the entire fabrication process is required from the receipt and processing of material, detailing and checking of spool sheets for release to the shop, fitting and welding, NDE, PWHT, quality control and documentation, coating operations
Strong technical background, at minimum, a basic understanding of ASTM material standards, ASME Codes of Construction B311 and B313, engineering, fabrication, welding, coating and NDE
Strong business acumen and understanding of commercial purchase orders
Knowledge and understanding of isometric drawings
Thorough understanding of the Pipe fabrication commercial contracting and/or pipe fabrication labor operations
Understanding of the applicable codes, standards, and specifications to determine if shop operations performed are required
