The application programs under CICS run at various logical levels. The program at the highest logical level receives control form CICS. A LINKed program runs at the next lower level and gets control from the LINKing program. But an XCTLed program is at the same level as the XCTLing program. The RETURN command always passes control back to the next higher level. So a RETURN command from a program will return the control back to CICS. Also a RETURN command from a XCTLed program will return command to CICS because both the programs are at the same logical level and the next higher level is CICS. The following figure explains the concepts discussed above
